In 1949 President Truman attempted to reduce Navy spending as a part of budgeting and nuclear strategy resulting in a clash between him and several Admirals.  The debate escalated from differences in nuclear strategy to the question of civilian control over the military.  The Korean War would end the debate in 1950.
