Library Re-Opening Phases
The Library follows the recommendations of the Restore Illinois’ guidelines when determining available services. Restore Illinois consists of a five-phase process to quickly and safely restore public gatherings and services.
Currently, the state is operating according to Phase 4 Guidelines
Resurgence mitigations remain in place in addition to the guidance outlined in Phase 4 of the Restore Illinois Plan regarding meetings, events and gatherings (excluding in-person school or sports), these include:
- Tier 1: Limit to lesser of 25 guests or 25% of overall capacity indoors and outdoors
- Tier 2: Limit to 10 guests indoors and outdoors
- Tier 3: No gatherings in meeting rooms, banquet halls, party rooms, private clubs, etc.

Essential gatherings, such as religious services, of 10 or fewer allowed; No non-essential gatherings of any size
Essential gatherings, such as religious services, of 10 or fewer allowed; No non-essential gatherings
All gatherings of 10 people or fewer are allowed with this limit subject to change based on latest data & guidance
All gatherings of 50 people or fewer are allowed with this limit subject to change based on latest data & guidance
All sectors of the economy reopen with businesses, schools, and recreation resuming normal operations with new safety guidance and procedures.
